The demand, detailed in a letter to Navy Captain Sean Barbabella, centers on what Raskin describes as increasingly incoherent and volatile behavior from the commander-in-chief, particularly regarding the ongoing conflict with Iran.
Raskin's letter argues that recent presidential statements have triggered "tremendous alarm" about Trump's mental capacity to fulfill his duties. "Experts have repeatedly warned that the President has been exhibiting signs consistent with dementia and cognitive decline," Raskin wrote. "In recent days, the country has watched President Trump’s public statements and outbursts turn increasingly incoherent, volatile, profane, deranged, and threatening."
Iran Threats Spark Constitutional Crisis Fears
The request is grounded in a series of aggressive social media posts from Trump concerning Iran. Following joint military strikes with Israel in late February, the president has escalated his rhetoric, threatening to destroy civilian infrastructure—a potential war crime—and bomb Iran "back to the Stone Ages." In one post last week, he wrote, "Open the F—in’ Strait, you crazy bastards, or you’ll be living in Hell – JUST WATCH! Praise be to Allah." On Easter Sunday, he warned, "A whole civilization will die tonight, never to be brought back again. I don’t want that to happen, but it probably will."
These statements have fueled a renewed push among Democrats to explore removal mechanisms, including impeachment or invoking the 25th Amendment, which allows the cabinet to declare a president unfit. "At a time when our country is at war—especially when the war was initiated by the President without congressional declaration or consent—the American people must be able to trust that the Commander-in-Chief has the mental capacity to discharge the essential duties of his office," Raskin asserted.
White House Dismisses Request as Political Attack
The White House immediately rejected the appeal, framing it as a partisan distraction. Spokesman Davis Ingle issued a sharp rebuke, stating, "Lightweight Jamie Raskin is a stupid person’s idea of a smart person. President Trump’s sharpness, unmatched energy, and historic accessibility stand in stark contrast to what we saw during the past four years when Democrats like Raskin intentionally covered up Joe Biden’s serious mental and physical decline from the American people."
Raskin anticipated this counter-argument, turning previous Republican scrutiny of presidential fitness back on them. He noted that Oversight Committee Chairman James Comer had subpoenaed the White House physician over President Biden's acuity, calling it "one of the greatest scandals in our nation’s history." Judiciary Chairman Jim Jordan had also stated a cognitively unfit president "isn’t fit for office." "I trust that both Chairmen will stand by this important principle today," Raskin wrote, "with the country in an uproar over the President’s recent fulminations and mad threats."
The congressman's request comes amid broader tensions, including threats of renewed military action against Iran as diplomatic talks continue. It also intersects with other controversies, such as the recent dispute over Melania Trump's denial of Epstein connections and ongoing legal battles that have seen an unprecedented surge of emergency appeals to the Supreme Court from the Trump administration.
Raskin has asked that any cognitive evaluation be completed before April 25, with results made public, and has requested Captain Barbabella testify before Congress on the findings.
