House Democrats on the Natural Resources Committee released an interim report Thursday alleging that Freedom 250, a White House-backed fundraising entity, may have misled donors and potentially committed wire fraud. The report claims that individuals who intended to donate to the nonpartisan America250 Commission were instead directed to send payments to Freedom 250, a separate organization created under the Trump administration.

According to the report, donors were given wire instructions containing Freedom 250's banking information—including its routing and account numbers—so that contributions intended for America250 were rerouted. The report states, "A gift solicited in the name of the nation's nonpartisan birthday commission could thus be redirected without the donor's knowledge, by an entity created to serve the President's priorities."

The lawmakers cited unnamed donors who attempted to contribute to America250, a congressionally-chartered commission, but were allegedly tricked into funding Freedom 250, an executive branch public-private partnership organized under the White House's Task Force 250. Democrats noted that logos for the two groups were used interchangeably and that Freedom 250 organizers "aggressively" targeted America250 donors.

If the allegations hold, Democrats say they would constitute wire fraud and charitable solicitation fraud under federal law. Leaders of Freedom 250 could also face violations under District of Columbia law, where the entity is registered as an LLC. Freedom 250 is a subsidiary of the National Park Foundation (NPF), which was tasked by the National Park Service to help execute 250th-anniversary activities in national parks.

House Natural Resources Committee Ranking Member Jared Huffman (D-Calif.) said in a statement, "When the nonpartisan, congressionally chartered America250 Commission refused to bend to the President's demands, the White House built a replacement—Freedom 250 LLC—and declared it the central platform for the national celebration." He added that the White House "lodged this shadow organization inside the National Park Foundation so it could exploit the credibility and donor relationships of a beloved public charity while operating outside the transparency rules Congress wrote into law for the commission."

Democrats also accuse President Trump of overhauling the NPF board, appointing loyalists who have backed his presidential campaigns and business ventures to helm fundraising efforts. The report warns that "President Trump's appointment of loyalists at the NPF sets a dangerous precedent because it turns a public-interest partner into a political instrument that threatens NPF's independence, credibility, and ability to protect our national parks long after the semiquincentennial and Freedom 250 have passed."

According to the report, Meredith O'Rourke, who heads fundraising for Freedom 250 and sits on the NPF board, is also responsible for courting private donors to support projects such as the White House Ballroom, East Potomac Golf Links, the Kennedy Center, and the National Garden of American Heroes. Wealthy philanthropists are promised photo-ops with Trump, invitations to private White House events, and name recognition on campus grounds.

The report also highlights concerns about donor disclosure. It notes that Freedom 250 sponsors—including Deloitte, ExxonMobil, John Deere, Mastercard, Oracle, Palantir, and Penske—failed to disclose donations in their lobbying forms despite being listed as corporate sponsors on the website. "This arrangement is made possible because Freedom 250 sits inside NPF and therefore inherits NPF's donor disclosure practices," the report states, calling the structure a "financial black box."

Democrats are uncertain how long Freedom 250 will operate. The report says NPF sources indicated the LLC will be dissolved after its work is complete and an audit conducted, with leftover funds returning to the National Park Service. However, the report notes that NPF has begun receiving federal funds for 250th celebrations that could be spent for years to come.

Freedom 250 did not immediately respond to a request for comment. The allegations add to ongoing scrutiny of Trump's fundraising practices, as Trump pressures gas stations over prices and launches accounts for children amid a broader political landscape where only 45% of Democrats feel pride in American citizenship.
